摘　　要： 当前,中国进入全面深化改革的新时期,这是对各级党和政府治理能力的重大考验。地方党和政府可以在中央宏观精神指导下,先行先试、大胆探索,尤其是在中央已经明确授权的领域或地方,要积极制定实质性改革实施方案和细则,大胆改革,勇于实践,给全国做出示范。地方政府除可根据本地区本部门的特定条件和以往改革的经验,积极制定具体深化改革方案,尽快操作实施,给中央提供经验外,更应直面本地区本部门的突出问题,直面人民群众普遍关切的热点,以"问题倒逼改革",有针对性地提出解决现实重大问题的改革方案并抓紧落实,为中央全面深化改革开路、探险。 At present, China enters a new period of comprehensively deepening refbrm. It is a major test on the governance capability of Party organizations and governments at all levels. Local Party organizations and governments could conduct trials first and explore boldly in accordance with the general guiding principles of the central government＇s policies; actively formulate substantive plans and measures for implementing reform, and have the courage to put them into practice, especially in the areas and places that have been explicitly authorized by the central government; and demonstrate all this to the whole country The local governments, in addition to vigorously preparing specific plans tot deepening reform on the basis of the conditions of their respective region or department and the past experience in refbrm, implementing them as soon as possible, and providing relbrence to the central govermnent, should bravely face the problems of their region or department and the hot issues the general public are concerned about, use the problems as a reason for demanding reform, put forward reform schemes targeted at solving major practical problems and implement them promptly, and try to scout the trail for the central ffovernment to comprehensively deeren reform.
