摘　　要： 京师通俗图书馆在中华民国国民政府教育部大力倡导社会教育的背景下创建,其建成开馆标志着中国图书馆发展历史上一种新的图书馆类型即通俗图书馆的出现。京师通俗图书馆是我国最早实施免费服务的公共图书馆,其开放促成了《通俗图书馆规程》的颁布,并为民国初年通俗图书馆事业的兴起和发展发挥了重要的示范和指导作用。 Jingshi Popular Library was built under the background of Ministry of Education of the Republic of China vigorously advocating social education, and its establishment and opening marked that a new type of li- brary appeared in the development history of Chinese libraries. Jingshi Popular Library was the first public li- brary which implemented free services in China. The opening of Jingshi Popular Library facilitated the promul- gation of Popular Library＇s Regulations, and played an important demonstration and guidance role in the devel- opment of popular librarianship in the early Republic of China. 13 refs.
