摘 要: 有效的职业安全健康监管是减少职业安全健康危害、保障劳工权益的重要手段。论文基于国际劳工组织职业安全健康体系框架(ILO-OSH),以珠三角地区为个案,对中小企业职业安全健康监管体系进行研究。在文献研究和实证调查的基础上,对政府、企业和工人三方主体存在的问题进行了梳理,并提出了进一步完善珠三角地区职业安全健康管理机制、建立建全三方保护机制以及实现职业安全健康技术服务的社会化、市场化的对策建议。 Occupational safety and health supervision is an important instrument used to reduce occupational safety and health hazards and to protect the rights and interests of employees. Based on the framework of the ILO- OSH, this paper studies the occupational safety and health supervision system in small and medium enterprises in the Pearl River Delta region. Making use of literature research and empirical investigation,this paper examines the problems in the existing occupational safety and health supervision regime in terms of the role of the government,enterprises and workers.Furthermore,it proposes some suggestions to improve the occupational safety and health management system in the Pearl River Delta area, including adopting the tripartite mechanisms and the involvement of social forces in occupational safety and health management.
