摘　　要： 产业结构决定了人口产业结构 ,人口产业结构的变化对产业结构的升级和经济发展又具有反作用。西部地区的人口状况和管理体制已经不适合产业结构的发展变化 ,影响了国民经济的健康发展。因此 ,在进行产业结构调整的同时 ,要提高从业人员素质 ,改革旧的管理体制 。 Industrial structure determines industrial structure of population; Changes of industrial structure affect escalation of industrial structure and economic process. Status of population and management system of the western areas do not fit to the change of industrial structure, and impede the advance of the national economy. Therefore, in adjusting industrial structure, we must improve the quality of the employed people, reform old management structure, and promote the sustainable development of population and economy.
