摘　　要： 注意力基础观是管理学及组织行为学研究领域的重要理论观点。运用自动文本分析方法,借助QSR NVivo 9软件,以中央政府工作报告(1954—2013)为分析文本,通过统计涉及基本公共服务的关键词的句子频数,分析中国政府推进基本公共服务的注意力配置。结果表明,中国基本公共服务的现状水准、供给结构、优先次序以及时代特征,均与政府对此领域的注意力直接相关。研究政府的注意力,可以廓清中央政府对基本公共服务的战略目标,为进一步推进中国基本公共服务均等化提供参考。 Attention based view is important theory viewpoint in the field of management and organizational behavior research. This paper uses automatic text analysis method,w ith the aid of QSR Nvivo9 softw are,by the central government w ork report( 1954—2013) for text analysis,through statistical sentence frequency of keyw ords about basic public services,to analysis the government's attention to basic public services in China. The results show ed that the basic public service's status quo level,supply structure,priority ranking and time characteristics,are directly related to the government's attention in this field. Research of the government's attention,can clear the strategic target of the central government's basic public services,and can provide a useful interpretation to further promote the equal basic public services.
