摘　　要： 流动人口管理是测量城市管理有效性达成的重要指标。传统的防范型管理、适应型管理、协作型管理范式取得了局部性突破,但也存有先天缺陷。而新公共服务理论理念与城市流动人口管理目的高度契合,表现出内在的统一性。通过深入分析整合,试图用于指导城市流动人口管理,以提供良好的思路借鉴,进而为构建出更为优化的管理模式起到辅助作用,最终促进流动人口顺利实现市民化,融入城市发展进程。 Floating population management is one of the indexes for measuring the effectiveness of urban management. Though paradigms in related with traditional prevention management, adaptable management and collaborative management have made a breakthrough, they have their birth defects. The concept of New Public Service is highly fit for the urban floating population management and shows the inherent unity of each other which can help to construct the optimized pattern for floating population management.
