摘　　要： 针对行业标准《城镇排水管道检测与评估技术规程》(CJJ 181—2012)的发布实施,介绍了功能性缺陷的定义和主要内容。结合香港《管道状况评价(电视检测与评估)技术规程》(第4版),分析、对比了两个规程关于管道功能性缺陷定义的相同和不同之处。 For publication and implementation of the Technical Specification for Inspection and E- valuation of Urban Sewers （CJJ 181 -2012）, its definition and contents of functional defects were described. Combined with the Code of Practice for Conduit Condition Evaluation Using CCTV in Hong Kong （ 4th edition） , the similarities and differenees in definition of pipe functional defects （ classification of defects, defect characterization and defect grading） between the two specifications were analyzed and compared.
