摘　　要： 自1896年大清邮政成立以来,清朝传统官民两分的递信体制逐步被打破,新体制的建立完善,带来了新式邮政网络的开创与拓展。在海关的努力经营下,新式邮政经历了一个从分立的口岸城市到形成网络的内陆递运体系的过程,在网络完善的同时建立起民众对使用新式邮政的信心与习惯。伴随着新式邮政的逐渐成熟,清末管邮机构自1904年起,按年编纂《大清邮政事务通报总论》这一年鉴史料,对历年邮路邮区的设计拓展、邮政业务的经营、邮政资费的变化等情况进行详细记载和分析。通过分析其中关于邮政局所和邮路建设的资料,除可以重建大清邮政网络自口岸到内地、自点线到立体的过程外,还能够在清末制度转型的背景中,具体阐述清末政治体制改革的进展与新式邮政网络建设之间的互动。 The establishment of the new system started and expanded the original postal network. With the efforts of the postal office, it went through with a process from a separate port city to form a network of inland transportation system, and established people＇ s confidence and habits in using the modem postal system. This paper will base on the report on the working of the post office from 1904 to 1910, and discuss the forming course of this network, its general development situation and the affection of the common people. Through the effort, it can make a concrete analysis of the progress of the political system reform in the late Qing dynasty and the interaction with the latest postal network construction.
