摘　　要： 在对我国农业科研机构管理人员配置的动态、行业、层级状况进行全面考察的基础上,运用1999—2010年我国31个省市区农业科研机构的数据,利用DEA-Tobit两阶段模型对农业科研机构的科研效率进行评价,并分析管理人员比例对科研效率的影响。研究发现:随着科研管理人员比例的增加,科研效率表现为先增加后下降的趋势,两者为倒U型的关系;在管理人员比例为7.995%时,科研效率达到最大值。最后,给出促进农业科研机构管理人员比例优化配置,提高科研效率的对策与途径。 On the basis of a comprehensive study of the dynamic, industry and level status of tile allocation of management staff in the agricultural research institute, The paper takes two - stage model of DEA - Tobit to evaluate the research effi- ciency of agricultural research institutions in 31 provinces and cities from 1999 to 2010. It analyzes the effect of proportion of management staff to the agricultural research institute research efficiency. Empirical results show that： with the increase in the proportion of management staff, the efficiency shows a downward trend after the first increase, it has an inverted U - shaped relationship; research efficiency reaches a maximum when management staff ratio is 7. 995%. Moreover, the paper presents the countermeasures and ways to promote the optimal allocation of the proportion of management staff＂ and to im- prove research efficiency in agricultural research institutions.
