摘　　要： 基于当前我国公民教育进社区尚处于试验阶段的实际,在社区中创建公民教育应遵循耗散结构论原则,即:自组织与他组织并举原则;节约成本、提高效率原则;在积累中突破原则。 Now it is still an experimental practice to take the civic education into a community.It is necessary to follow the principle of the dissipative structure theory,that is tempering self-organization with his organization; saving cost and improving efficiency; breaking through in the strength accumulation.
