摘　　要： 随着市场改革和城镇化进程的推进,中国城市的社会结构和社会关系发生了深刻的变化。由于单位制的解体,住房的商品化,劳动力市场的构建以及土地城市化等多重机制的复杂作用,传统社会管理模式的基础不复存在了。社区作为组成社会的基础,在空间结构、利益关系和治理架构等方面逐渐出现了一种碎片化的状态。由于难以形成共识,缺乏整合不同利益群体诉求的体制机制,碎片化的社区给社会治理带来了严峻挑战。由于缺乏普惠能力,传统的强化管控的管理方式已经越来越难以适应城市社会深层结构的转变。鉴于此,本文认为,只有在政策导向上回归社区本位,创新社区治理体制,才能最大限度地激发社会活力,才能实现社会的深度整合。 Along with the market reform and urbanization,the social relation and structure in urban China have changed in their deep levels.As we found out,community,theoretically as a foundation of society,has been fragmental in whatever power,spatial or economic structure. And that,the traditional pattern of social management in the planned economy loses its foun- dation because of the diverse mechanisms such as the disorganization of danwei system,the housing commercialization,the construction of labor market and the urbanization of Rural land.Just as we observe,It turns out to be that the fragmentation of community brings to the urban social governance with many sever challenges due to the absence of public agreement and the lack of institution which can integrate the different interest groups.In conclusion,we sug- gest the government to initiate a new social governance strategy,through building a true'com- munity'but not just an executive branch to realize the social integration.
