摘　　要： 随着海洋生产总值占国内生产总值的比重日益增加,海洋产业已经成为我国国民经济新的增长点。海洋科学技术是海洋产业的第一生产力,科技引领的海洋新兴产业发展的机制在新兴产业发展过程中显得尤为重要。阐述科技引领新兴海洋产业发展的内涵,深入探讨市场机制对新兴海洋产业发展的主导作用、政府机制对新兴海洋产业发展中适当的宏观调控功能以及社会组织机制对新兴海洋产业发展的补充完善作用。 With the increasing proportion of ocean total output value in gross domestic product, marine industry has be- come a new growth point of national economy. Marine science and technology is the first productivity in marine industry, and technology - led mechanism of new marine industries is particularly important in the development process of emerging industries. This paper describes the connotation of emerging science and technology development of marine industry, and discusses the leading role of the market mechanism in the new marine industries development, the macroscopical adjusting control of government mechanism and the complementary role of social organization mechanism .
