摘　　要： 客观并科学地评价创新型城市的创新能力、绩效以及建设进程的实际情况,为政府部门制订有关科技政策具有重要的现实意义。在准确把握创新型城市的基本概念基础上,对创新型城市的创新能力,绩效和建设进程等评价理论进行梳理与分析。结果表明,当前对创新型城市的评价研究还处于理论探索阶段,对一些基本概念、评价指标体系以及评价方法还未达成共识,尤其是尚未厘清创新型城市的创新能力、绩效以及建设进程评价的相互区别以及内部联系;未来对创新型城市的评价应该重点放在综合评价指标设计、组合评价方法构建和面板数据下的不同类型城市实证评价与分析。 Objective and scientific evaluating the actual situation about innovation ability, performance and construction process of innovative city is important for government to formulate relevant policies of science and technology. Based on the accurate understanding of the basic concept of innovative city, evaluation theory about the innovation ability, performance and construction process of the innovative city has been carded and analyzed. The results show that the evaluation research of innovative city is still in the stage of theoretical exploration at present. For some basic concepts, evaluation index system and evaluation method have not reached a consensus, especially for the differences and the internal relationship within the innovation ability, performance and construction process of innovative city evaluation are needed to carry out more detailed research. The future evaluation of the innovative city should be the comprehensive evaluation index designing, combination evaluation method constructing and under the panel data of different types of cities empirical evaluation researching and analyzing.
