摘　　要： 二战后,美国在亚太地区构建了一个以其为中心、具有一定等级性的同盟体系。在"重返亚太"的背景下,美国进一步强化了其亚太同盟体系。中国在崛起过程中,需要寻找对美国亚太同盟体系的应对和共处之道,这会直接影响中国崛起的总体外部安全环境以及本地区安全格局的发展方向。中国要以积极的方式,降低美亚太同盟体系在地区安全结构中的消极作用,避免在这个地区形成传统的大国划分势力范围互相对抗的局面。一方面要对周边国家执行具有差异化的政策,加强经济手段和安全手段的配合使用;另一方面,通过加强与美国在安全领域的合作,弱化美同盟体系的作用。同时要以更加具有包容性的视角和思路,看待本地区的安全挑战,解决本地区的安全关切,推动更具包容性和建设性的地区安全机制和架构的建设。中国应对美国亚太地区同盟体系的有效性,会对周边安全环境的性质产生较为根本性的影响。 The US constructed a hierarchical alliance system centering around itself in the Asia-Pacific area after World War II.With its 'pivot to Asia' policy,the US has further enhanced this alliance system.During its rising process,China needs to find ways to deal with and coexist with the US Asia Pacific alliance system,for this will directly influence China's overall security environment and the development direction of regional security structure.China needs to take an active policy stance,to decrease the negative impact of the American Asia-Pacific alliance system on regional security,to prevent from the occurrence of traditional confrontation among major powers due to their ' spheres of influence'.China needs to adopt a differentiated policy toward neighboring states,enhance the coordination of economic and security measures,and at the same time,through security cooperation with the US,to decrease the influence of the US Asia-Pacific alliance system.Asia-Pacific nations should treat the security challenges in this region from a more inclusive perspective,and promote the building of a more inclusive and constructive regional security framework.The effectiveness of China's response to the US Asia-Pacific alliance system will have a fundamental influence on the character of its surrounding security environment.
