摘　　要： 文章认为,当今国际经济体系的转型是美国经贸保护主义抬头的大背景。在这一背景下,美国国会充分运用立法权和监督权,在美国国际贸易委员会对华反倾销与反补贴调查与裁定过程中施加影响;在产业界,为了扩大影响力,企业与行业协会或工会组织联合发起申诉的趋势日渐明显,同时,案件申诉者的数量在增加,行业集中度高的特征很突出。这些因素共同作用,致使美国国际贸易委员会对华实施反倾销与反补贴措施日渐频繁。 Based on the three level of international system, state, and society, this paper makes an analysis of U.S. International Trade Commission＇s（ITC＇s） antidumping and countervailing decisions on China with an aim to understand what are the underlying political factors influencing ITC＇s decisions. It finds that the transition of inter- national system is the background of U. S. protectionism; U.S. Congress fully uses its legislative power and super- vision power to exert influences on ITC＇s decisions ; in the industrial circle, the combination of producers and indus- trial associations or labor unions is more evident, in the meanwhile, industrial concentration is clear.
