摘　　要： 针对档案开放过于保守、普遍存在延期开放的问题,本文将从档案馆的角度通过分析目前档案开放工作中存在法律不完善、鉴定机构不合理以及开放意识不普及的问题,提出档案馆及人员承担着过多的责任和法律风险,从而陷入了档案开放与保密的矛盾中的观点,并针对问题提出相应的建议。 In connection with the phenomenon about archive opening is too conservative and extended, this article will analyze the current archive opening problems from the perspective of Archive where there is imperfect law, unreasonable accreditation body and the unpopularity of opening consciousness, to indicate the view that Archives and Archives stuffs as the concrete implementation of archive opening shoulder too much responsibility and legal risk to let them fall into archive opening and confidential contradiction, and make recommendations accordingly.
