摘　　要： 作为南海争端的"局外人",柬埔寨在2012年担任东盟轮值主席国期间从中国—东盟关系大局出发,坚决抵制了菲律宾、越南用南海问题绑架东盟的战略企图。从2012年的表现来看,柬埔寨在南海争端上奉行不偏不倚的中立政策、不希望南海问题东盟化和国际化、希望争端各方通过和平手段解决争端。柬埔寨对南海争端的态度与其自身的外交传统、中柬双边友好关系、越南曾对柬埔寨造成"受害者"的历史记忆等因素有关。探讨柬埔寨在南海问题上的态度对于解决南海争端具有重要意义。 As a non-claimant in the South China Sea dispute,Cambodia firmly rejects Philippines and Vietnam's strategic attempt of turning ASEAN into a bloc in coping with China in the South China Sea dispute and upholds the sound development of China-ASEAN relations.Generally speaking,Cambodia's policy towards the South China Sea is neutral;she doesn't hope that the SCS dispute will become more and more complicated;and she hopes all claimants can resolve the dispute via peaceful negotiation.Cambodia's attitude towards SCS dispute results from her diplomatic tradition,the friendly strategic relations between China and Cambodia,and Cambodia's historical memory of being victim of Vietnam.Cambodia's attitude towards SCS dispute is good for stabilization of the situation of SCS,which is an important lesson for China to destruct Aseanization of SCS.
