The "Treaty of Tianjin" and "Treaty of Beijing" signed in 1858 and 1860 respectively clearly provided the Qing court be required to perform duties on behalf of the letter delivery from other countries. However, this function was conflicting with the traditional postal system of China, not only triggering resistance within the established system, but also contributing to the establishment of a new system by the Qing court so as to deal with its new role, which was considered as the beginning of China's modem postal construction process.
