摘　　要： 近年来我国农村基本经营制度的问题凸显:一是农村土地细碎化程度日益严重,集体经济组织"统"的职能弱化,经营制度的固有缺陷亟待修补;二是随着工业化、城镇化加快,经营制度需要进一步完善。2004年以来,中央连续发布十个指导"三农"工作的一号文件,从完善农村土地制度、培育新型经营主体、推动农地流转实现规模经营等方面对农村基本经营制度进行了系统完善。这些举措,有力保障了农民收入的增加、粮食产量的提高,有效地促进了新型经营主体的培育、农地规模经营的改善,从而稳定和完善了农村基本经营制度。 In recent years, some promblems of the Basic Rural Operation System （BROS） of China are emerging. On the one hand, the rural land system is increasingly difficult to meet the needs of the development of agriculture. On the other hand, the collective economic organizations couldn＇t play their role adequately for unified management. With the development of industrialization and urbanization, the BROS must be stabilized and improved further. Since 2004, the central government of China has released ten consecutive central document NO. 1 to deal with the agriculture, rural areas and farmers problems. These documents want to stabilize and improve the BROS by improving the rural land system, by fosterring the new type of agricultural management body, and by promoting the farmland circulation and realizing the land scale operation. These measures increased the farmers＂ income, raised crop yields, and then stabilized and improved the BROS.
