Based on observation and interview data, the author of this article explores the labor condition in the garment industry of the Pearl River Delta. The research indicates that the shortage of migrant labor has constrained the development of garment industry in the area. Consequently, married migrant women have entered this industrial sector in a great number. Their participation extends the "despotic management" in the garment factories, featured by low wages, long working hours, strict management, and lack of social security coverage. In addition, the life of workers in collective dormitories facilitates employers~ control and supervision over them. As a way to resist such harsh labor management, skilled garment workers have chosen to work on a casual basis. This poses challenges to the management in current labor relations. However, there is little employment stability and social security for casual workers. The informal employment increases the marginalization of them in cities. In the long run, due to unstable migration of married women and their alternative working preferences, it is hard for the garment industry to accumulate skilled workers for the need of industry upgrading.
