摘　　要： 解决城市住房问题是现代化的重要挑战。对城市化背景下日本住房问题和政策干预的演进的考察表明,在城市化的早期阶段,日本住房问题发轫,卫生问题尤其严重,政策干预以住房卫生政策为主;中期阶段住房问题总体维持,但又有所改善,城市规划和基础设施等住房公共政策进展较大;晚期阶段由于强有力的住房社会政策干预,日本最终基本上解决了城市住房问题。 The solution to urban housing problems is an important challenge of modernization. The research on Japan＇s urban housing problem and policy intervention showed that, for Japan, in the early stage of urbanization, urban housing problems（especially the health problem） emerged, housing health policies were dominated by the housing health policy; in the middle stage, the housing public policy such as city planning and infrastructure progressed much, and housing problems sustained though alleviating a little;in the late stage, urban housing problems were fundamentally solved due to the strong housing social policy.
