南京市女工下岗原因及再就业对策探讨

摘  要: 通过调查问卷的统计整理与分析 ,指出劳动力供需矛盾尖锐、适度从紧经济政策的实施以及扩张性财政政策下投资偏向与波及面的狭窄、经济体制改革与产业结构调整等是导致南京市女工下岗的宏观原因。同时也分析了女工下岗的文化技术职称、行业、健康等微观原因。指出年龄偏大、文化与技术职称偏低、就业观念陈旧、求职途径狭窄等是制约下岗女工再就业的主客观因素以及再就业工程启动资金不足、企业用工中的性别歧视及社会保障制度不健全等政府、企业、社会方面的制约因素。提出了实施女工再就业的具体对策建议 :加强宏观调控与制度建设 ;加快发展劳动力市场 ;着力培育女性职业 ;实行灵活多样的就业制度 ;适度控制农民工的使用 ; By means of the rearrangement and analysis of the enquires, this article owes the reasons of women workers’ getting laid off to such macro factors as the sharp conflict between the demand and supply of labors, the application of moderately contracting economic policy,the investment tendency and its low effect under the extending fiscal policy,the reform of the economic system and the adjustment of the industrial structure.Meanwhile,it also analyzes the micro reasons such as the women workers’ education, profession and health. After that this article points out the reasons which limit the women workers’ getting employed: the comparatively old age,the relatively poor education, the old fashioned opinion on employment and the limited ways to get hired. At the same time,it explains the factors limiting the project of re employment which are caused by the government, enterprises and society such as the insufficient starting funds, the sex discrimination in work, and etc. In the end, it comes up with suggestions, that is, to strengthen macro control and construction of system,to nurture the labor market,to form female career, to carry out various employment system and to help the unemployed women workers to make full use of their own advantages.
