摘　　要： 跨国高等教育的发生发展是不可逆转的时代潮流。设立教育特区,允许外国大学在我国设置分校是跨国高等教育在我国发展的新模式,这一办学模式在我国高等教育的发展中具有十分重要的意义。 The beginning and development of foreign higher education in China is an irreversible trend of our times. So setting up special zones of education and letting foreign universities into China is a new mode of development of foreign higher education. This university-running mode has many advantages for our educational advance.
