摘　　要： 智慧城市建设已成发展趋势,是跨学科研究的热点。智慧城市理念为城乡规划学科发展提供了全新图景,将智慧城市理念引入城乡规划研究既必要也可行。在阐释智慧城市概念、实践、评价体系和理念的基础上,借用＂智慧规划＂对智慧城市视野下城乡规划展开研究的概念框架与关键领域进行探讨。＂智慧规划＂应具有系统性、智能性、共享性和动态性等特征,其关键领域包括智慧化提升城乡规划自身能力和智慧化解决城乡规划中遇到的问题两个方面,并就具体思路进行了阐述。 Building smart cities are becoming a new trend for many cities and interdisciplinary researches are arising about this hot topic.The concept of smart city provides a new vision for urban and rural planning and it should be discussed in the disciplinary of planning both for its necessity and feasibility.By examining smart city′s concept,evaluation system and practices abroad and home,and afterward well illustrating the essence of smart city′s ideas,it innovates ＂smart planning＂ as a new concept to have some discussions on the conceptual framework and key areas for urban and rural planning from the perspective of smart city.Smart planning should be systematic,intelligent,shareable,and dynamic,and its key areas should include two complementary aspects,including smartly to improve the capacity of planning and solve problems in the process of planning,which are specifically illustrated.
