摘　　要： 当前中国社会面临的各种矛盾迫切需要政府转型。政府转型的实质是一场政府自身的革命,目标是建设服务型政府。实践中,政府转型面临的困难主要表现为:观念落后、动力不足和体制惯性,政府必须通过观念更新、制度革新、体制创新来改善治理状况和提高治理能力。 China is now facing all kinds of social contradictions which require government transition urgently. The essence of government transition is government’s own revolution. The target of government transition is to build a service-oriented government. In practice,the difficulties of government transition are mainly as follows: out-dated concepts,lack of motivation and system inertia. Only by continuously practising renewing the concepts,the institutional innovation and the system innovation, can government succeed in achieving the target of government transition and improving governance capacity.
