摘 要: 现有的地方政府政策执行力评价体系存在着指标不完整、适用性不高、使用率低等问题,平衡计分卡有利于消除这些弊端。基于平衡计分卡理论,地方政府政策执行力评价体系可由政策共识、执行协同、执行文化、执行公信力4个一级指标,以及执行主体共识、目标群体共识、计划方案、组织结构、资源配置、组织机制、执行控制、执行文化导向力、执行文化约束力、执行文化激励力、公众参与度、公众认同度、公众满意度13个二级指标及其相关的31个三级指标构成。 The existing local government's evaluation system of policy implementation force has some problems such as incomplete index, low applicability, low utilization rates, the balanced scorecard is conducive to the elimination of these drawbacks. Based on the balanced scorecard theory, the local government's evaluation system of policy implementation force consists of 4 first level index ( It includes policy consensus, implementing collaborative, executive culture, executive credibility), 13 two level index (It includes the executive main body of consensus, target group consensus, plan, organization structure, resource allocation, organization mechanism, executive control, executive culture oriented force, executive culture binding, executive culture incentive force, public participation, public recognition, public satisfaction) and 31 related tertiary index.
