摘　　要： 基准线是 CDM得以有效实施的关键技术，也是目前关于 CDM研究和谈判的焦点之一。本文从多方面论述了基准线研究的相关问题。首先，探讨了设置基准线的若干基本准则并分析了其中的联系；其次，按单项目基准线和多项目基准线的分类原则，概述了确定基准线的主要方法；再次，分析了设置基准线过程中的关键问题；在最后部分，提出了研究基准线的重点及方向。 Baseline, which has been focused on in the researches and negotiations on CDM, is a crucial issue in the implementation of CDM. Multi aspects about baseline are outlined in this paper. The first part of the paper introduces basic criteria for the establishment of baseline, and briefly discusses trade－ offs among different criteria. The second part summarizes major baseline methods based on the classification of project－ specific baseline and multi－ projects baseline. Then, the critical issues in the establishment of baseline are analyzed in the third part. Finally, some emphases of the future research on the baseline for CDM are presented.
