摘 要: 本文将影响广东省制造业增长的因素分为要素投入和创新支撑两个部分,利用1999-2007年广东省21个市的面板数据,构建生产函数模型分析劳动力投入、资本投入、企业创新投入、区域创新环境和政府创新投入对工业产出的贡献程度。研究表明:(1)要素投入仍然是促进广东省制造业增长的第一因素,珠三角主要依靠资本投入,而其他市更依赖劳动力投入;(2)企业创新投入是广东省制造业增长的重要源泉;(3)区域创新环境对工业总产值的提高有一定影响,不同区域的创新环境存在很大差异,珠三角区域创新环境优于其他市;(4)政府创新投入不仅没有有效地增加企业产出,对资本密集型产业的产出贡献反而为负,寓示着政府研发投入对企业研发反而可能起到了挤出效应。我们的结论表明,广东产业升级不仅要加大科技财政投入,还需要对现有政府科研体制进行改革。 This paper divides the impact of growth of Guangdong' s manufacturing industry into two factors: factor inputs and innovation supporting. The production function is used to analysis the impact of labor, capital, firm' s innovation investment, regional innovative milieu, government' s innovation investment to gross industrial output value using the Panel Data of 21 cities in Guangdong from 1999 to 2007. Results show: ( 1 ) Factor inputs are still the most important reasons for the growth of Guangdong' s manufacturing industry. (2) Firm' s innovation investments have great contribution to the manufacturing industry of Guangdong province. (3) Regional innovative milieu have a little positive effect on the improvement of gross industrial output value. (4) Government' s innovation investments have not effectively increase the outputs of fn-ms. The results suggest that in order to upgrade the industry in Guangdong province, more government investment is needed as well as a reform of the current government scientific research system.
