摘　　要： 财政支出对居民消费的影响是当前经济学家,同时也是经济政策制定者关注的一个重要问题。在理论研究上,国外主要存在着财政政策对消费需求的有效论和无效论两大理论学派阵营。而在实证研究方面,各个学者得出的结论差别较大。但总体上讲,财政政策与消费需求的关系分为两类:替代效应和互补效应。最后,本文对国外的研究状况进行了总结,分析了结论存在差异的原因和实证成果的意义,从而为进一步研究我国财政政策,促进消费需求,提供一个广阔的参照平台。 The problem of the impact of fiscal policies on consumer demand is currently a hot spot in economic research,both economists and policy - makers are very concerned about it.In terms of theoretical research,there are two theories school camp of effective fiscal policy and invalid fiscal policy overseas.In the aspect of theoretical research.The conclusion are different in various scholars and the relationship between fiscal policy and consumption demand is divided into two categories：substitution effect and complementary effect.At the end of literature survey,this paper summarizes foreign research status and analyze the reason of conclusion differences and the significance of current politics results,it provides a broad reference to the platform for further study on china＇ s fiscal policy about stimulating consumption demand.
