摘　　要： 基于制度经济学视角对我国城乡体育公共服务均等化进行探究。认为:我国城乡体育公共服务均等化的定位应是低层次、相对性的均等,它不等于标准化、同一化;我国城乡体育在投入、过程和结果上均存在不均等。指出:基层体育建制不完善,体育财政制度缺失,体育系统官员替代性决策,政府农村体育职能缺位,城乡有别的体育服务供给制度是当前我国城乡体育公共服务均等化的制度约束。基于此,从正式制度和制度环境角度提出制度创新的路径。 This paper analyzes the equalization of public sport service in urban and rural areas from the perspective of system economics. It states that the present equalization in China is not standard and identical; rather, it is low-level and comparative. The paper thinks that there exists inequalization in the investment, process and result in the aspect of urban and rural sport. It points out that the present policy constraint lies in the incompletion of sport system at grass-root level, the lack of sport fiscal system, the alternative policy of sport officials, the function missing of governmental management in rural sport, and the different sport supply systems between urban and rural areas, etc. Therefore the paper provides the innovative means from the perspective of formal system and system environment.
