摘　　要： 从法律角度讨论高校图书馆对违反借阅规则者进行罚款的行为,认为高校图书馆作为罚款主体不适合,高校图书馆与读者之间并非民事法律关系或合同关系,并就改进高校图书馆罚款管理办法提出建议。 The paper discusses the fine-imposing behavior of university library in the perspective of law, thinks that university li- brary does not have qualification for imposing a fine as university library and reader are not in the civil law relationship or the contrac- tual relationship, and finally puts forward related suggestion for improving university library＇ s regulation on fine-imposing.
