摘 要: 只有了解影响制度变迁的因素及其发生作用的机制,才能更好地进行制度改革。本文运用路径依赖理论,在概括中国人事管理体制基本特征的基础上,分析了地方政府聘用制制度变迁中的路径依赖性,认为编外人员经历了从个别现象到规模化的嬗变,政府雇员制则经历了从规模化到制度化的探索过程,而聘任制公务员制度则是可能的制度突破。基于此,笔者认为要打破路径依赖,推进政府聘用制度改革,应考虑探索多元弹性的编制管理制度、淡化政府人事制度的身份导向以及完善公务员聘任制的制度衔接。 Only by understanding factors influencing on institutional change and their influencing mechanism, can the system reform be carried out. By the theory of path dependence, this paper summarizes the basic characteristics of China's personnel management system, analyzes the path dependence in the changes in employment system of China' s local government and holds that the number of non-staffs is increasing, employment system of government is formed and the system of employment under contract of civil servants is a p^ssible breakthrough. Therefore, the author believes that it is necessary to establish a diversified and flexible staffing management system, to decrease the consciousness of identity of government personnel system and to improve the appointment system of civil servants in order to break the path dependence and promote the reform of government employment.
