摘　　要： 政府治理能力对经济增长的影响程度目前尚无定论,对于依靠各类经济政策和投资取得高速增长的中国而言,对治理能力作用的清晰认识十分重要。文章基于不同的收入阶段对治理能力与经济产出及经济增长的关系进行了跨国比较。结果显示,在较低的收入阶段,治理能力与经济产出的相关性不高,但在较高的收入阶段,治理能力与经济产出则呈现出强相关,治理能力的提升也伴随着显著的经济增长。文章认为,中国正处于两个阶段的过渡期,在过去影响力不显著的治理能力将对我国未来的经济发展产生较大的影响,因而提升治理能力应成为当务之急。 The impact of governance on economic growth has not been fully explored. Although China has a- chieved rapid growth by relying on various economic policies and investments, a clear understanding of govern- ance is important but has been lacking. In this paper, we analyze the relationship between governance and eco- nomic growth on the basis of different income stages. Comparisons between countries show that governance does not bring significant economic growth when countries are in a lower income stage. But in higher income stage~, a strong correlation between governance and economic output is found. It is noteworthy that China is in the tran- sitional stage between lower and higher income stages. Governance will have a greater impact on economic growth in future development than in the past. Much more attention should be paid to governance.
