摘 要: 本文将学业水平考试作为一项公共政策,讨论了它的四个内在逻辑,即基于"振兴行动计划"确定考试的价值导向,基于"课程标准"的总目标建立学业水平标准、以"课程标准"的"内容标准"确定考试范围、以生为本设计考试试卷,以及以执行考试自由裁量权建构考试特色的执行学业水平考试的逻辑,在此基础上讨论了求解当前我国学业水平考试问题的策略与方法。 Academic proficiency test as a public policy is discussed with its internal logic, which consists of determining the test value orientation of "Action Plan of Revitalizing Education for the 21st Century"-based, establishing academic proficiency standards of curriculum standards-based, defining content standards for curriculum standards as exam content areas, designing examination paper of examinee-oriented and structuring uniqueness of test with discretion of implementing academic proficiency test. On the basis of it, this paper discusses strategies and methods of solving the current problems of academic proficiency test.
