中国劳动用工“双轨制”改进了企业生产率吗?——来自30个省份12314家企业的证据
Has the "Dual System" of the Employment in China Improved Firm's Productivity?:The Evidences from 12314 Companies across 30 Provinces in China

摘  要: 基于人力资源雇佣模型的两种不同模式,本文从人力资源管理效应的两种不同视角出发,结合X效率理论与公平理论,构建了一个系统分析用工"双轨制"影响企业生产率的机制模型,并以中国30个省12314家企业为样本对其进行了实证检验。我们发现:(1)基于普遍的视角,用工"双轨制"程度(以合同工比例为代理变量)对企业生产率具有显著负向影响;(2)基于权变的视角,这种负向关系分别受到正式工与合同工之间的工资差距,以及企业所有制性质的调节。具体而言,正式工与合同工的工资差距越大,"双轨制"程度对企业生产率的负向影响越大;并且,对非国有企业而言,"双轨制"程度与企业生产率负相关;对国有企业而言,"双轨制"程度与企业生产率成倒U曲线关系。基于以上假设检验结果,我们就中国劳动用工制度的完善和合理运用,分别为企业管理和政府决策提出了相应建议。 Based on two different models of the employment of the human resources,starting from two different perspectives, and combining X efficiency theory and the equality theory,we have,in this article,constructed a mechanism model that systematically analyzes the effect of the 'dual system'(DS) on enterprise's productivity,and,taking as a sample 12314 enterprises in China's 30 provinces,made a test with a real case.We have discovered that(1) founded on the general perspective,we have found that the degree of the DS in employment(taking the proportion of contract workers as the agent variation) has noticeable negative impact on enterprise productivity;(2) from the perspective of the contingency, this negative relationship is adjusted respectively by,the wage gap between that of formal workers and that of their contract colleagues,and by the nature of enterprise ownership.Concretely speaking,the greater the gap between the wage of formal workers and that of and contract workers,the greater the negative effect of the degree of the DS; and,concerning the non-state-owned enterprises,the degree of the DS negatively related to enterprise's productivity. Concerning the state-owned enterprises,the relationship between the degree of the DS and enterprise productivity is an inverted U shape.Founded on the results of the above mentioned hypothetical examination,we have offered our related suggestions about the perfection and reasonable use of the system of China's labor employment,respectively for the enterprise management and the government policymaking.
