摘　　要： 公民社会是一个开放的、多元的、具有"公共精神"的、能够制衡公权力并参与社会公共管理的、由民间团体所构成的公共社会领域。公民社会组织是公民社会的核心要素。在大学,公民社会组织形式主要表现为高校社团组织。支持和鼓励高校公民社会组织发展,实践公民社会,有助于普及人们的公民意识,改善和促进民主政治体制的发展,推进公民社会的建设。大学应当具有开放胸襟和态度,成为实践公民社会的最佳场所。 Civil Society is an open, multiple public social fields consisted of non - governmental organization which possesses ＂the public spirit＂ . It enables people to balance public power and participate in the public governance of society. Civil social organization is the core elements of civil society and it is also the base and the mainstay. In a university, the form of civil social organization is based on the organization of students＇ union. Therefore, we should support and encourage the development of civil social organization in a university. Through this way, we are able to implement civil society. What is more, it is helpful for us to do the following things： to popularize the civil awareness of people, to improve and accelerate the development of the democracy system, to boost the construction of civil society. A university had better adopt the open attitude, only in this way, can it became the best place to implement civil society.
