摘　　要： 基于新型城镇化战略调整的时代背景,研究从制度领域、经济领域、社会领域和空间领域分析其具有的十二项转变;并针对沿海经济转型地区、中西部产业承接地区、山区欠发达地区和广大农村落后地区,总结出六项行动策略,包括低碳转型、绿色升级的产业可持续策略,出投稳步、内需转向的三足鼎立策略,制度引领、城乡一体的区域协调策略,空间开放、服务均等的质量提升策略,经济先导、产城融合的差距弥补策略,以及特色经营、规模集中的民生保障策略。新型城镇化的导向型绩效评估模型包括由六项民生导向指标、九项可持续导向指标和九项质量导向指标构成的L S Q指标体系。不同地域与客观条件下,评估模型中的各项指标具有差异化的权重赋值原则,应进行动态评估。 China＇s new urbanization strategies include 12 changes in institution, economy, society, and space. It has 6 action strategies in different regions such as coastal developed region, mid-west industrial transition region, mountainous region, and countryside, and the actions includes low carbon development, green industrial transition, export-investment-domestic demand supported development, industry-city integration, and characteristic development for people＇s livelihood. New urbanization performance appraisal model includes 6 indices oriented by peeple＇s livelihood, 9 sustainable indices, and 9 quality indices. Under different circumstances, they have different weighting and the appraisal shall be dynamic.
