摘　　要： 在行政审批制度改革过程中,彰显程序理性的若干制度安排,一方面促进了改革实体性成果的产生,另一方面,更以其独立价值赋予了改革过程以正当性。以宁波市行政审批制度改革为样本的实证分析表明,规则制定的参与化、标准实施的透明化和程序执行的集中化,以及这些理念所支持的协商性规则制定、行业联合审批、基本建设项目会商会审等体现法治理性的一系列程序安排,在行政审批制度改革面临体制性束缚的情况下,对于深化改革、推动政府职能转变有着重要意义。 In the process of the administrative approval system reform, the institutional arrangements of procedural rationality, on the one hand has promoted the substantive justice, on the other hand, with its independent value, has conferred the reform with legitimacy. Empirical analysis from the sample of Ningbo＇s administrative approval system reform shows that public participation in rule--making, transparency in implementation, centralization in execution as well as other institutional arrangements like negotiated rulemaking procedure and joint approval programme, have contributed to deepening the reform further, and also helped to change the functions of government.
