摘　　要： 行政文化是公共行政学的核心范畴,行政理念是公共行政的灵魂。深化行政管理体制改革,必须加强行政文化建设,核心是确立正确的公共行政价值取向,树立和强化人本行政、公共服务、依法行政、结果导向、公正廉洁、科学预见、高效便民、公开透明、开拓创新、和谐善治等十大理念。 The administrative culture is the core category of public administrative science,administrative concept is the soul of public administration.Deepen the reform of administrative system,we must strengthen the construction of administrative culture,the core is to establish the correct value orientation of public administration,establish and strengthen ten ideas： the human-based administration,public service,administration by law,pay attention to the results,impartial and honest,scientific prediction,convenience,high transparency,innovation,harmonious governance and so on.
