摘　　要： 近年来民营企业进入垄断行业的制度传导累积效应并未显现,这与"制度流"概念下我国纵横交错的"多级并行的链形网式"制度传导路径及其复杂性特征紧密相关,其中制度错位、制度配套、制度摩擦和制度偏见是制度传导瓶颈的主要表现。制度传导的路径分析、瓶颈识别及其破除是当前提高"新36条"的制度传导效率的关键,这对引入市场竞争机制、促进垄断行业改革乃至转变经济发展方式都具有重要的理论意义和现实意义。 The effect of the institution transmission of private enterprises＇ entry into monopolized industries has not arisen in recent years. This is because of the criss-cross multi-level parallel chain-shaped network type path of the in- stitution transmission and its complex characteristics. The institution malposition, the supporting measure of the insti- tution, the institution friction and the institution bias are the main demonstrations of the transmission bottlenecks. Based on the study, the institution transmission path analysis, bottlenecks identification and their removing are the key to enhancing the efficiency of the ＂The New 36 Articles＂ institutions transmission; that is of the vitally theoretical and practical significance for the reformation of monopolized industries and the transformation of economic growth model for the purpose of raising the productivity and the efficiency of the monopolized industrial economy.
