摘　　要： 中国社会救助制度整合与体系完善是中国社会保障制度发展的基点,完善我国社会救助制度体系的关键在于构建主体多元化的社会救助制度层次体系。我国社会救助制度应该体现政府主体、社会主体与个人主体之间的共同责任,三者之间应该相互协调,缺一不可。构建多元化社会救助制度,就是以政府主体为主导,社会主体为补充,同时发挥个人主体的主动性。 The integration and system - improvement of social assistance system in China is the starting point of the development of Chinese social security system. The key of improving social assistance system is to build a diversified social assistance system. It reflects the common responsibility of Government, society and the individual, which should be coordinated with each other and dispensable. The characteristics of the diversified social assistance system are that the government as its lead, the society as its supplement and the individual playing their initiative.
