摘　　要： 随着改革进入"深水区"的攻坚阶段,我国面临"中等收入国家陷阱"挑战,如何进行"改革顶层设计",以建设包容性的经济和政治制度,成为党的十八大后亟待探究的理论和实践课题。本文结合法治和包容性发展的基本内涵,提出包容性的法治国家建设命题,通过对党的十一大至十八大报告进行对比分析,考量其中经济市场化、政治民主化与国家法治化的发展和变迁,提出建设包容性经济和政治制度的法治顶层设计,并归结以法治国家建设统率和推进经济和政治体制改革的建议。 As reform enters into a crucial stage of ＂deepwater zone＂, China is lacing the challenge ot ＂ the middle income trap＂. Against this background, how to strengthen the ＂top level design of the reform＂ so as to construct inclusive economic and political systems has become an urgent theoretical and practical project awai- ting solutions after the 18th Part Congress. This article puts forward the proposition of the construction of an in- elusive country under the rule of law by combining the basic connotation of rule of law and inclusive develop- ment, and puts forward a suggestion that top level design of the rule of lave of inclusive economic and political systems should be constructed because of the leading role the construction of an inclusive country under the rule of law plays in promoting economic and political systems through a comparative study based on reports from the l lth Party Congress to the 18th Congress and considering the development and changes with regard to the marketization of economy, the democratization of politics and making a country ruled of law in the reports.
