摘　　要： 高等教育学费是供需双方力量共同作用的结果,实证结果表明居民可支配收入的增加、政府高等教育投入的减少、高等教育生均成本的增加是影响地区学杂费增长的重要因素。高等教育生均成本增长既有合理的因素,也有不合理的增长,高等教育市场竞争虽然有利于高等院校成本效率的提高,但也要注意预防市场信息不完全导致的竞争无效率现象的出现。 The tuition level of Higher Education is decided by both suply and demand side.Empirical study finds that the increase of household disposable income,the decrease of government investment,and the rise of average cost of Higher Education are the main factors contribute to tuition rise in provincial colleges.Meanwhile,there are both reasonable and unreasonable factors that attribute to the the rise of average cost of HE.For instance,althrough compitition in HE market could improve cost effeciency of HE,we also should be cautious about the ineffeciency caused by imperfect information.
