摘　　要： 对地方政府网络治理中网络风险的概念进行界定与分析,并提出网络风险的三个来源,分别是环境风险源、主体风险源和运行风险源,据此提出各个风险源与网络风险之间存在的作用关系假设,并形成概念模型。在调研访谈的基础上,对地方政府相关部门进行问卷调查,通过SEM分析来验证假设,从而探索网络治理的风险来源,为地方政府在未来的网络治理中有效规避网络风险提出可行路径并据此对地方政府规避网络风险,进行网络论理推出具体建议。 The concepts of the network risk governance of local governments are defined and analyzed and three sources of network risk are presented including the environmental risk source, main body risk source and operating risk source.Based on the above, a hypothesis of the acting relationship between each risk source and network risk is proposed and the conceptual model is formed. Based on the investigation, study, and interview, a questionnaire survey from the relating departments of the local governments is made. The hypothesis is verified by making the SEM analysis, thereby searching for the risk source for network governance in order to provide a feasible path for the local governments to effectively avert the network risk in the future network governance. Finally, actual recommendations are made for the local governments to avoid network risks and conduct network governance.
