摘　　要： 作为一种民主理论及民主实践,审议民主的价值对于处在激烈社会变迁的中国意义尤为重要。论文旨在以审议民主理论作为依托,分析中国地方政府在公共决策过程中的重要变化。采用文本分析方法,通过还原媒体报道和网络报道中的事件过程来分析2009至2011年广州番禺垃圾焚烧选址事件中的公众参与个案。围绕公众对垃圾焚烧选址议题的建构、新闻媒体对议题的扩散、公共知识分子对议题的共鸣以及议题的网际审议等环节完整地展现了垃圾焚烧选址社会大讨论的议程设置过程,番禺案例也进一步论证了审议民主作为政府公共决策新范式的实践前景。论文的局限性在于没有从理论上分析番禺垃圾焚烧选址事件发酵机制以及未能深入探讨审议民主在中国进一步推广的可能性。 The value of deliberative democracy is of particular significance to China as a theory and a practice in the period of drastic social transformation.Based on the deliberative democracy theory,this paper intends to analyze the big changes in the public policy decision process in China.By adopting textual analysis approach,it restores the process of the incident through the media and online reports on the public participation in the waste incineration plant location issue in Panyu,Guangzhou between 2009 and 2011.The article focuses on the agenda setting of the social debate in this incident,including the issue construction of the public awareness,the proliferation of the issue by the news media,the sympathy of the public intellectuals,and the virtual deliberation of the issue.The Panyu case also demonstrates the future of the deliberative democracy as a new public policy paradigm.The limitation of the paper lies on the insufficient theoretical analysis of the fermentation mechanism of the incident and the further dissemination of the deliberative democracy in China.
