摘　　要： 生态文明是人类基于对工业文明和现有发展模式的深刻反思后提出的一种新的文明形态。现代政治文明的发展必然体现出对生态文明的呼唤。政府既是生态文明的主要承载者和责任者,又是政治文明的核心和主体。因此生态型政府便成为现代文明政府的一个必然形态,生态性也成为现代文明政府的一个重要指标。生态型政府体现生态性、文明性、服务性、透明性、善治性的基本价值诉求,其构建必须从观念、规则和操作等三个层面实现对原有范式的颠覆与创新。 Ecological progress is a new form of civilization based on human＇ s profound understanding of industrial civilization and existing development model. The development of political progress inevitably reflects the requirement for ecological progress. On the one hand, the government is the main undertaker and responsible for the ecological progress, and also the core and principal part of political progress. So the eco - typical government is an inevitable form of modern civilized government. Furthermore, the ecology becomes an important index of modem civilized government. The ecotype government embodies the basic value demand of ecology, civilization, service, transparency, and good governance, etc. The construction of this type of government must realize the completely change and innovation of paradigm from the aspects of ideas, rules and operations.
