摘 要: 元评估是指对评估技术的质量及其结论进行评估的各种活动,它是对评估的评估。随着基础教育阶段学校办学质量评估工作的深入开展,对学校评估工作开展元评估的需求越来越强烈。采用学校办学质量评估元评估量表,对17份省级基础教育阶段学校办学质量评估方案进行评定。结果显示,我国基础教育阶段学校办学质量评估方案的整体平均水平介于"一般"和"较差"之间。四个维度的表现中,实用性略好,准确性和可行性次之,合理性最不理想。针对我国学校办学质量评估的优势与不足,建议促进办学质量评估方案文本的规范性,保证评估的完整性,加强评估的服务性,提升评估的科学性,强调效率与效益,重视评估伦理。 Meta-evaluation is an evaluation of an evaluation. It evaluates the quality of evaluation tech- nique and conclusion. With the development of school quality evaluation practice in basic education, the need to meta-evaluate the school evaluation system get stronger and stronger nowadays. In this study, a meta-evaluation rating scale was developed to evaluate 17 provincial-level school quality evaluation pro- grams in basic education stage. The results show that. the overall school evaluation demonstrated in the range between "general" and "poor" on average. Among the 4 dimensions, the utility was slightly better, followed by the accuracy and feasibility~ propriety was the most unsatisfactory one. To improve school evaluation practice, we provide recommendations as following, to promote the specification of the program text; to ensure the integrity of evaluation; to strengthen the service of evaluation; to enhance the scienti- ficity of evaluation; to put emphasis on efficiency and effectiveness; and to pay attention to evaluation ethics.
