摘　　要： 从公共政策领域的政策执行、宏观经济领域的政策传导和产业视域下的政策传导三个方面述评了有关制度传导的国内外相关文献,借鉴新制度经济学中的制度结构理论和制度实施机制观点,阐明制度传导的理论基础及其重要性,并明确提出制度传导的概念,说明制度传导问题的研究对我国转型期贯彻落实促进民间投资发展的"新36条"、提高制度传导效率具有重要的理论价值与现实意义。 The paper gives the literature review of public policy implementation, the conduction of c poli- cies and industrial policy transmission three aspects of the institutions transmission theory related. On the basis of the new institutional economics institutional structure in theory and institutions implementation mechanism theory, this paper clarifies the theoretical basis of the institutions transmission. Based on the related study, the concept of institutions trans- mission is clearly put forward and it is of theoretical and practical significance for the implementation of ＂The New 36＂ in the development of private investment, and improves the institutions transmission efficiency.
