摘　　要： 湖南的"四化两型"建设取得了可喜成绩,成为中部崛起战略发展的典型。如何借用"四化两型"建设的东风,深化湖南高等教育体制改革,将湖南从人口大省转变成人力资源大省,有力支撑湖南"四化两型"建设和国家中部崛起战略?笔者认为深刻理解大学精神是湖南高等教育体制改革的思想积累;高等教育体制改革的理想境界是高等学校依据高等教育法依法办学、政府依据法律实施监管、社会依据法律维护高等教育环境;湖南省高等教育体制改革当以追求大学精神、依法独立办学、逐步实施为宜。 The ＂four modernizations and two types＂construction of Hunan has obtained delectable result, which is the typical of the rise of central China strategy development. How to use the ＂four modernizations and two types＂construction to deepen the reform of higher education system in Hunan, to stronger support for the ＂four modernizations and two types＂construction in Hunan and the rise of central China strategy, from big population province into big manpower resource province？ The author thinks it is Ideology accumulation of Hunan higher education system reform to understand the spirit of university deeper; The ideal state of the higher education system reform is the institutions of higher learning running the school according to the higher education law, and Govern- ment regulation according to the law, and the social to maintain environment of the higher education according to the law; The reform of Hunan higher education system takes in pursuit of university spirit and running the school according to law and to be accomplished by stages as suitable.
