摘　　要： 西电东送在南方电网具有"起步最早、规模最大、效益最好"的特点。介绍了"十一五"南方电网西电东送取得的经验,主要是坚持"政府主导,企业推进"的模式和"互惠互利,东西共赢"的原则,适度引入了市场化机制。分析了存在的问题,主要是协议履约率不高、政府对西电东送的认识和态度出现转变、各交易方市场意识淡化、价格机制有待完善。研究了西电东送可持续发展面临的形势与挑战,提出了完善西电东送交易机制的思考:坚持行政手段与市场手段相结合,确保政府间框架协议有效落实,丰富交易模式以提高市场活力,完善电价形成机制。 Transmission of electricity from the western to the eastern region is provided with characteristics of the earliest start, the largest scale and the best benefits in CSPG. This paper introduces its experience during the 11~ five-year plan of CSPG which is to insist on mode of ＂ government leading and enterprise promoting＂ and principles of ＂mutual benefit and east and west win-win＂, and appropriately import marketization mechanism. It analyzes existing problems including low a- greement honouring rate, change of understanding and manner on transmission of electricity from the western to the eastern region of the government, market awareness desalination of each trading party and awaited completion of price mechanism. It studies facing situation and challenges for sustained development of transmission of electricity from the western to the east- ern region and proposes deliberation on its trading mechanism which is to insist on combination of administrative measures and market measures so as to ensure effectively practise inter-governmental framework agreement, enrich trading mode for improving market vitality and complete mechanism of power pricing.
